Knowledge base for Public Health Policy Report 2010
The purpose of this report is to form a knowledge base for the public health objective domain of “health-promoting health services” which describes the importance of early and preventative measures to create good living conditions, living environments and health behaviour.

The overall objective of public health is to create social conditions for good health on equal terms for the entire population. This overall objective together with the 11 public health objectives gives a clear direction for social sustainability.

The Public Health Policy Report 2010 and the knowledge base papers for all 11 public health objectives will, through the monitoring of the Public Health Policies, contribute to a sustainable development of the society.

In contrast to other public health objective domains, there are no official determinants or indicators for this objective domain on a national level. In this sub-report, we have chosen to follow up on the development of a few indicators within healthpromoting health services. The report follows part of the actions suggested in the Public Health Policy Report from 2005 that were carried out from 2004 to 2010.

The results indicate that the health goals of the Health and Medical Services Act (SFS 1982:763) are under development in the county councils and regions, and the health aspect is clarified in local/regional policy documents. In several places in the country, county councils and regions have initiated a monitoring process based on what they themselves want to follow up on in the health-promoting health services.

A large part of the county councils and regions are now up-to-date on the results of physical activity on prescription, FaR®. Several counties also monitor the results of health promotion and prevention efforts concerning tobacco. Our assessment is that the process goals, measurements and monitoring of a healthcare need to be intensified.

This sub-report provides proposals for sustainable future health-promoting measures within health-promoting health services. The proposals are to:

  • Develop a model for evaluation of the national indicators for health-promoting
    health services
  • Develop effective control systems and payment transfer systems that put the
    emphasis on health-promoting and preventative efforts within all health services
  • Evaluate if the intervention programmes for health exams in Västerbotten county
    would have the same effect in other healthcare counties
  • Support the implementation of the national guidelines for methods in disease
    prevention.
